The State Bank of Vietnam has appointed two officials to hold top positions at a university under its management, where a former president had been ousted due to scandals concerning his wrongful employment of family members.

Dr. Bui Huu Toan, former deputy chief of office at the central bank, was made acting president of the Banking University of Ho Chi Minh City (BUH) in a decision effective from Wednesday.

Toan will be responsible for the university’s operations until a new president is appointed.

Dr. Nguyen Duc Trung, former deputy director of the state bank’s Statistics Bureau, was made vice-president of the higher education institution for a tenure of five years.

The officials received their appointment decisions on Wednesday from Dao Minh Tu, deputy governor of the State Bank of Vietnam.

The central bank was in hot water early this month when it reappointed Ly Hoang Anh, the former president of BUH, to the post after his tenure ended.

The decision led to controversy, as Anh had earlier been found committing multiple violations after the central bank launched an investigation into accusations against him from a lecturer.

A week after announcing the controversial reappointment of the scandal-hit president, the central bank revoked its decision and took disciplinary action against Anh for his offenses.

Anh was then formally warned and required to step down.

The alleged wrongdoings dated back to 2015, when Anh employed his wife Le Thi Chuc Ly as a lecturer despite her lack of qualifications, and approved a pay scale higher than what was expected of her job.

The same year, he approved the recruitment of multiple employees, some of whom relatives of his wife, to positions that had been made redundant a year earlier in cost-saving efforts.

Anh was also found to have wrongly spent the university’s scientific research budget, and overstepped his power by creating new job titles without approval from the central bank.
